Condor Feather is the second half of the level 3 wings recipe. It is also needed for level 4 and 5 wings.

The craft is done at the Chaos Goblin in Noria.

Chance: depends on the items you put in. The more valuable the Ancient items and the more of them you add, the higher the chance.
Warning
If the craft fails, everything you put in is lost, including the wings.
